Key publications outlining reforms to the further education system

You will be aware that the last two years have seen the publication of several important documents that outline the Government’s agenda for reform in the further education system. The Learning and Skills Council published its agenda for change in August 2005 and in the same year the DfES published Sir Andrew Foster’s review Realising the potential — A review of the future role of further education colleges. In March 2006 The Government published its White Paper Further education: Raising skills, improving life chances and subsequently presented the Further Education and Training Bill 2006 to the House of Commons in November and in December 2006 Lord Leitch published his final report on the review of skills Prosperity for all in the global economy — world class skills building on his earlier report Skills in the UK published in December 2005.

All of these documents signpost a new vision for how the further education system can fulfil the needs and ambitions of the Government in driving up educational standards. While it may appear that some of these publications focus mainly on further education, there is a clear indication that many of the issues raised will also need to be addressed by other providers in the sector in due course. To make the implementation as smooth as possible, the LSC will be encouraging all colleges and providers to start their preparation for introducing the Framework for Excellence in 2007.
